Somebody did (and I think it was Roger Corman, but I'm not completely sure). To hear Stan Lee tell it, that film was never intended to see the light of day even before it was filmed. It was made only so that someone would not lose the option to do a real version in the future. But you can get bootleg copies at most comic conventions -- probably ebay too.
